UPDATE- found the fault, in Landscape not portrait, after the update if you set the Screen Zoom to its lowest settings the brightness setting does not appear on top of the notification bar, BUT select any other screen Zoom level then it does!

Samsung has issued its first Security patch (1 April 2019) for the Samsung Tab S5e but the Security Update has Broken the brightness controls on the Notification Bar, they no longer show above the notifications even if you have that option on.
